[root@penfold ~]# plymouth-set-default-plugin plymouth-plugin-pulser

/usr/lib/plymouth/plymouth-plugin-pulser.so does not exist

But if you locate:

locate plymouth | grep -i pul
/usr/lib/plymouth/pulser.so

So maybe try
1.plymouth-set-default-plugin pulser
then /usr/libexec/plymouth/plymouth-update-initrd
