How Can I Install VLC offline In Ubuntu 12.10

Hello,
Thanks for your suggestion, I know this way too and I always prefer to use with Terminal and Shell, But Andrew in this post i have targeted those users who is Beginner or Mediator or Experience this will make then so easy to upgrade.
One More thing :-
You have done in 11 steps but only if you have good hands on Shell Terminal and Shell based Editor. But If beginner or fresher will try the same then there are much margin of error.
You might feel a long post but even its long it takes only 8 steps so even its better then 11 steps and easy too
Anyways thanks for your comment.
Or a LOT easier:
[OUTPUT EDITED]
Why all the pictures when I did the same in 11 lines (even with the spaces).
